I'm currently facing the almost same issue with my recently purchased sfb2 and my G603+G613 mouse and keyboard. Both Logitech devices work perfectly fine with my PC over the dongles and with other devices via Bluetooth as well.
When switching them to Bluetooth mode it normally takes only one second and they will pair to my mobile/laptop immediately. But not with my sfb2 :/
There I first had the same problem as you.

After booting the sfb2 it won’t recognize them and just tell they are paired. Until i go to settings and click on „add Bluetooth device“->connect to wireless mouse and keyboards.
Once the sfb2 starts searching for new BT devices it somehow detects them and suddenly they are recognized and connected.
Ofc this isn’t a very smooth workaround since it requires going to the settings every time i boot my sfb tu use my peripherals. :/
Only thing i haven’t tried yet is installing the „logitech gaming software“ on my sfb.
Actually I would like to avoid this since it shouldn’t be necessary at all and I want the device/AutoStart to be clean.
I guess MS i to blame for bad drivers as these problems occur only with the sfb. Actually there is an similar discussion in the German MS forum, a guy tested his G603 Mouse with several other devices and these problems only occurred with his MS Sfb2 ☹
