Be sure the computer has updated BIOS, chipset drivers, and network device drivers.
3rd party antivirus could be involved. If so fully uninstall it and then run its maker's removal tool to prevent trouble causing remnants. Use Windows Defender which in Windows 8/8.1 & 10 is a full antivirus.
If needed after all the above : (DO NOT use on an Enterprise version - see IT Dept.)
A Repair Installation which allows you to keep the programs and data though redundant backups are always a good idea.
